Norman D. Flynn: President & CEO

Norman D. Flynn entered the Real Estate business in 1970 in the areas of development, commercial, and residential real estate in the United States and with International clients. He also has deep experience in organized real estate serving as the local, state and national president of the National Association of Realtors (NAR) and over 80 related leadership experiences since 1972. Since 1985, Flynn has traveled large portions of the world evaluating and studying real estate practices for the International Real Property Foundation (IRPF) and NAR including: 11 countries of CEE/NIS (over 2,000 days since 1990), 12 countries of Western Europe, 3 countries of the Far East, and in South Africa. In addition, Flynn has helped design and/or spoken at dozens of international real estate conferences including: 5 FIABCI World Congresses; 8 Central European Real Estate Association Network (CEREAN) conferences; 2 World Bank workshops and nearly 100 National Association of Realtors meetings. Mr. Flynn holds BS and MS degrees from the University of Wisconsin, and the CIPS (Certified International Property Specialist); FRICS (Fellow of the Royal Institution of Chartered Surveyors), CRB (Certified Real Estate Brokerage Manager); CRE (Counselor of Real Estate) and GRI (Graduate, Realtor Institute) real estate designations.


Sylvia Luchini: Managing Director

Sylvia Luchini has over fifteen years of experince designing and implementing economic growth programs including private sector development, financial services, and small and medium-sized real estate enterprises in Eastern Europe, Sub-Saharan Africa, Latin America and the Caribbean. As the Managing Director for the International Real Property Foundation, Luchini has been instrumental in the design, implementation and growth of a Ugandan Women's Program which informs women on secure property rights and supports women's entrance into the real estate industry. Moreover Luchini has been working with the Center for International Private Enterprise and World Citizen Consulting in the development and strengthening of the International Property Markets Scorecard Methodology—a tool to collect data from 54 different indicators and map the institutional components of property markets and evaluate their effectiveness. As the Grants Manager for DuPage County, Luchini developed a charitable fund for disfranchised residints and made it grow six times from its original giving level.  Luchini holds a MA from North Central College and a BA in English from the Cordoba National University.


Joseph Barin: Business Development Officer

Joseph Barin has been advising IRPF since 2014 and as of April 2016 is directing and managing the business development activities at the Foundation. Joseph has over 12 years of international commercial real estate experience across Europe, the CEE and North America where he advized and represented institutional and private investors. Joseph has researched, acquired, developed and managed marketing, sales and leasing of properties exceeding 3 mln sqf and created portfolio valued at over 600 mln for his international investors. Prior to his real estate career, Joseph founded several companies in Europe providing services to international clients before working in business development for a Swiss investment firm based in Geneva, Switzerland. He received his bachelor's in business adminisitration from University of Geneva and his degree in communications and management from the University of Fribourg. Mr. Barin speaks fluent French, English and Farsi.
