Norman D. Flynn: President & CEO
Norman D. Flynn entered the Real Estate business in 1970 in the areas of development, commercial, and residential real estate in the United States and with International clients. He also has deep experience in organized real estate serving as the local, state and national president of the National Association of Realtors (NAR) and over 80 related leadership experiences since 1972. Since 1985, Flynn has traveled large portions of the world evaluating and studying real estate practices for the International Real Property Foundation (IRPF) and NAR including: 11 countries of CEE/NIS (over 2,000 days since 1990), 12 countries of Western Europe, 3 countries of the Far East, and in South Africa. In addition, Flynn has helped design and/or spoken at dozens of international real estate conferences including: 5 FIABCI World Congresses; 8 Central European Real Estate Association Network (CEREAN) conferences; 2 World Bank workshops and nearly 100 National Association of Realtors meetings. Mr. Flynn holds BS and MS degrees from the University of Wisconsin, and the CIPS (Certified International Property Specialist); FRICS (Fellow of the Royal Institution of Chartered Surveyors), CRB (Certified Real Estate Brokerage Manager); CRE (Counselor of Real Estate) and GRI (Graduate, Realtor Institute) real estate designations.

Sylvia Luchini: Managing Director
Implementing IRPF programs since 2005, Sylvia Luchini has helped real estate markets get organized and strengthened in Azerbaijan, Bosnia, Georgia, India, South Africa, Ukraine, and Vietnam. Luchini brings to IRPF more than 14 years of experience working with credit unions and non-for-profits in the areas of fundraising, program development, and project implementation both domestically and internationally. Ms. Luchini has provided technical advice in the areas of market assessments, program monitoring, and evaluation as a consultant to the World Council of Credit Unions. In her tenure as DuPage Grants Manager, Luchini developed and implemented a charitable fund for DuPage County residents in need and made it grow six times from it original giving level while leveraging 35 percent of funding from the agencies that received DuPage County grants. She also was instrumental in securing funding for new programming for disfranchised individuals. From 1989 to 1996, Luchini managed credit union development programs in Latin America and advocated for Women in Development issues. During the 80’s she worked for Citibank N.A. Cordoba, Argentina in the areas of loan processing and human resources. She is a strong communicator, fluent in English and Spanish and communicable in French and Portuguese. Ms. Luchini holds a MA from North Central College, a BA in English from the Cordoba National University, and a Grants Management Certificate Program.

Shelby Girard: Mobilization Specialist
Shelby Girard has been with IRPF since 2007 coordinating technical assistance activities including consultant mobilizations and training programs in IRPF host countries. She has also been instrumental in developing and distributing outreach material to the Foundation's stakeholders. Shelby holds a Bachelor of Arts in Metropolitan Studies from New York University.

Megan Roth Abraham: Mobilization Coordinator
Megan Roth Abraham has worked for IRPF since September 2007 as Mobilization Coordinator. In the position, Megan oversees real estate training programs in which IRPF serves as the liaison between the course providers (institutes, societies, councils) and the course sponsor, the government of South Africa’s Services Sector Education and Training Authority. Megan also develops grants and funding proposals for IRPF projects globally and manages administrative functions for the IRPF board of directors. In addition to working with IRPF, she also works in international association management with the International Consortium of Real Estate Associations (ICREA) and the National Association of REALTORS (NAR). From 2002-2007, Megan served as NAR's Manager of International Networks. Prior to her work with international real estate organizations, Megan served as a Marketing Manager at a toy company in Chicago. From 1997-2001, Megan served as a manager with the Wharton International Forum, an intensive immersion educational program for senior level executives from global corporations. She earned her BA in Political Science from the University of Illinois at Urbana-Champaign, and her MS in Public Services Management from DePaul University in Chicago.
